Seems like your connection is corrupted, you have to do a reinstall

# 0x800CCC15 SOCKET_CONNECT_ERROR Unable to open Windows Socket.

* Reinstall TCP/IP. You can do this from the network control panel applet.
* Open Network in Control Panel
* Select TCP/IP and click on the Remove button
* Reboot
* Open Network Applet again
* Click Add button
* Select Protocol
* Select Microsoft in the left pane
* Select TCP/IP in the right pane
* Click Okay
* If you are using AOL or a network card you will reinstall them instead of
the TCP/IP by removing them and rebooting and letting them set themselves up
again.The above is a guideline you should be familiar with your install
