Are there ever case fan tests??? it seems to me if a person is building a quality system then they would want quiet case fans to go along with their HSF ive never seen a thred about brand name case fans... so is there a standard or what?

Well, I believe that all the case fans are created equally and none of them should really be nusance to the user. Although some case fans are preffered over others, you can't really go wrong with any of 'em. Hope that helped.

I havn't seen any tests of case fans, but from the
manufacturers datasheets you can collect some info
that indicates that there really is a differance.
When you compare fans you should pay attention to
a) size b) airflow in cfm c) noise

A few comparisons below:

Papst http://www.papst.de/english/ seem to have the
know-how behind fans. Obviously its more to it than
just rpm and cfm.

In general, the larger the fan, the lower rpm is needed
to push the same amount of air and this means less noise.
Another important noise generator is the turbulence
caused by the fan protection. In a standard case they
have punched holes for the fans in the metal frame.
To cut out a hole the size of the fan makes it quieter.
Personally I cut out a 120mm hole below the HD bays in
my case and use a 120 mm papst fan sucking cold air
into the case. Very quiet. The temp inside my case is
only slightly higher than surrounding temp.
