Lets see, Soros makes money off of governments, these guys make money off of governments.
I think going the long haul and actually trying to make a decent product, and a decent profit, which will eventually be taxed away, isnt in these folks best interest
Better to have someone high up in office lend your project money, grab what you can, then let it go belly up.
Remember, scientists dont do this

That's what I thought when I started them, but it just keeps getting "better and better".

I thought that I would keep track of them back when Solyndra hit, but I never thought that this administation's DoEng would be this freakin' incompetent.
