GTA 4 Game play is choppy need help

GTA 4 prefers a quad core cpu. Also, that GFX card is pitiful. You need an upgrade.

The problem is your Graphics. You need something massively more powerful than GeForce 210.
The Core i3 will handle the cpu workload just fine, but not without a decent graphics card.

The core i3 WILL NOT handle that game well at all. A quad core CPU coupled with even a med-range GFX card such as the GTX560ti will run the game nicely. A crappy dual core CPU (like the i3), even coupled with a GTX580 will not.

op the problem lies with your gfx. your i3 has been shown to hande the game as well as any amd quad, even though its a dual. but it has hyperthreading which enables it to cope when other duals would falter.
the 210 is a video card and in no way is suitable for gaming... if you have a 450w psu then get a minimum of a gts 450 or a hd 4850 and you will be set for entry level gaming at 1080p 30fps solid...
