Thermal tape or Thermal grease

I just got a Athlon 1.2 GHz (not overclocked yet) and the Asus PC Probe says it is about 50c when i'm using it. I want to get it down to the 40c range. Right now thermal tape is on and a Tai-Sol 760092 heatsink and fan. Is thermal grease better? If it is should I get the Arctic silver II? I have a case fan in front and back. Should I get any more fans?

My Computer is a:
Asus A7M266 motherboard
512MB PC-2100 DDR ram
Athlon 1.2
40GB hard drive
Geforce3 card(I dont have this in yet)

Directly put, thermal tape sucks. Get some AS2, but don't expect the temp to go down more than 7C, although if it went down that much I would be suprised.
