On all new Intel cpu there is a lock on multiplier.
I saw a benchmak and he say that is cpu was no lock.
So how we de-lock the cpu????

hardware sites often get 'engineering' samples.
they are not locked during manufacture.
this allows one cpu to be sent out for review, instead of three or four.
ALL intel cpus you buy/borrow/steal are LOCKED.

p.s. you can un-lock your p3 try this <A HREF="http://www.gideontech.com/guides/amdoc/" target="_new"> site </A>

however, we all start at the end and finish at the begining
