I am using an ASAP DR401 device that has distinctive ring capabilities but my PC does not pickup when the fax port rings. I have the fax console set to auto receive after 1 ring. The device is able to distinguish my fax ring and sends it to the right port. Before this XP was picking up all calls.

While XP does not support distinctive ring it should pick up any time the
ring is routed through your external device to the correct modem port.
I would try setting the software to pick up after 2 rings. While this might
cause an inconvenience, I've found that trying to get a computer to answer
on the first ring (data, voice, or fax) is often a tricky maneuver.
