Need Fix On black borders on BF3

I usually play Battlefield 3 on High presets and get around 30 fps average. I would like more fps so I changed down my resolution (usually at 1920x1080) But when I do there's about a 1-inch border around my screen. Is there anyway to fix that? I would like to play at slightly lower resolutions, but I want full screen.

change your scaling settings on either the monitor or on your GPU control panel.

personally I'd drop settings to low though.
