I/0 voltage and RAM OC

Will setting I/0 voltage from 3.56v to 3.69v help overclocking my RAM???? This is high density RAM for VIA chipsetes mainly and acctaully say 3.3v??? my PCI devices are USRobotics modem and SBLIVE! Value. And if anybofy knows if I should set my USRobotics from PCI slot 1 to slot2? cuz I heard that slot 1 shares IRQ with an AGP slot.
