After Patching Rage to 1.2 still get very bad texture popping

Hello everyone,
I understand that ID got a lot of flack for screwing up the PC version of Rage so I waited a while until the patch to arrive before buying the game. I read a lot of reviews which a lot of people said that the patch 1.2 fixed a lot of issues. So then two days ago I went on to steam and bought rage for 29.99. Download took almost a day. Installed the game including all the directx and c++ files that came with game. Before I go any further here is the specs of my PC

CPU:AMD Phenom II X4 955 (not overclocked)
Motherboard: Gigabyte 790XTA-UD4 (has latest bios)
Video card: XFX HD6850 1gig (not overclocked)
Memory: 2 sets of Corsair 4 gig dual channel DDR3 1600 (8 gigs total)
Hard drive: Western Digital Caviar Black WD6401AALS 640GB
OS: Windows 7 64bit Home premium
Monitor: Samsung 27inc LCD LED 1920X1080 max res

So I went as far as doing a complete format of my system and installed a fresh copy of windows 7 and updated it to the latest files. I have installed the latest driver from AMD (12.4) for my HD6850. I have also installed the latest release of Direct x 9 and 11 from Microsoft and also installed the latest C++ files from 2005 to current. So after spending another day and half updating my system and re downloading Rage; i lunched Rage again. During game play I still got texture popping. Sometimes it takes 10-15 seconds to load all the textures. I also ran the benchmark found in the video settings and I get a score of 30 which is considered fair according to benchmark chart. I tried different combinations of graphics settings and nothing seemed to fix the texture issue. I also even tried tweaking CCC and still no good. I went and contacted steam for support and they gave me a generic response and told me to go ask ID instead for support. So I went ahead and did that. While I wait for their response I was hopping that maybe one among you has found a way around this issue. I understand that texture popping is due this new megatexture streaming technique used to help consoles render Rage at 60fps. As far as that I don't know much anything else about this. Any feed back will be greatly appreciated.
