Major Dolphin issue

Okay so I was trying to play dolphin on my PC after reinstalling the OS and i had backed-up my dolphin build with SAB2 (sonic adventure 2 battle) (pal) i used to be able to play at 50-45fps now using the same settings as before (Open GL) i get 40-30 the fps is erratic it's ridiculous but i'm fine to play DX9 but then there are graphical glitches and it's rather annoying because i record videos using dolphin and having gfx glitches will make the videos weird how all the sudden there are more gfx glitches than before!!! how can i fix this im also using the same bulid as before (3.0 r415 dirty)

and there is no fps difference for me weather i play on native x1 or x4 (I play on x4)
