I dont know what your price range is, but if you plan on overclocking and you still want it to be quiet, I would suggest the new Alpha 8045. It's around $50 from <A HREF="http://www.coolerguys.com" target="_new">http://www.coolerguys.com</A>. Just put one of the lower CFM model fans on it for less noise.
You can make your own, you know? Whatever suits your needs. Just get a 'plain' heatsink (copper, but aluminium *will* work too), and attach whatever fan you want. The delta 60mm is probably too loud for you, so try a sunon 80mm. You can even duct it down to 60. Or run the delta at 7 volts. It's possible to epoxy it to the heatsink, but you're better off drilling a hole somewhere for a spring or a screw. If your motherboard has holes around the cpu (made for attaching peltiers, mainly), you can use a 1/4 steel bolts and some urthane to lock down your fan.
