Black screen with cursor

Hi guys,

I'm helping a client with his pc, and when I try to boot it it just shows a black screen with a cursor where the login screen would normally be.
The odd thing is however that this also occurs when I try to boot in safe mode, I've extensively tested all the hardware in the Pc it and it all checks out fine. I've tried resetting it to the earliest restore point I could acces, and still nothing.
Does anybody know what might be causing this, and how I can fix this.

Use the StartUp Repair option in your client's Windows 7 DVD.
