CS 1.6 fps drops

Hello to all,
i have a fps drops problem in smokes and when i see a players next to me and sometimes when i shoot.
I dont know why but it drops from 99 to 60-70 even 50 and then it up again fast to 99.I have more then good computer to run cs 1.6 smooth:
CPU-Intel Core 2 Duo CPU 2.20 GHZ
Graphic card:AMD Radeon HD 6850
RAM:2 GB
64 bit windows 7
can anyone help me please why i have drops?

let me put it this way, the game was not designed to run on modern hardware.

enable the compatibility mode on the shortcut, try limiting the process affinity to only 1 processor core through task manager and look around the web for performance patches on win7 for the game.
