Nope, I have a 8cm fan in the side cover blowing onto my ram, works excellent.

I'll give you the technical response and the realistic response.

Technical:

Higher temperatures cause a decrease in throughput in any electrical circuit. This is because of internal resistance. There is a direct relationship. The cooler the circuit the lower the internal resistance.

Realistic:

Do you overclock your memory? If not, why should it matter? But if you do or if you are a cooling fanatic, cooling your memory will help. (On average, very little.)

Whether you care or not…putting heat sinks on your memory will help but can be negligible to most extents.
