For an Air-Cooled system it would have to be the (1) Alpha PAL 8045 with a Delta Fan.

Test results from manufacturer:
http://www.micforg.co.jp/c_pal8045e_other_fan.html

Outside test results:

Second would be the Kanie Hedgehog W.(Wing)

See independent test results above.

Third wouyld be the Thermalright SK6. This one is the cheapest yet with the best results.

http://www.thermalright.com/sk6.htm

Also: see independent results above.

So there you have it in order.
1-Alpha ---------- PAL 8045
2-Kanie ---------- Hedgehog W
3-Thermalright --- SK6

I believe the two heavyweights at this point are:

1. Alpha Pal-8045 (once again Alpha is on top)
2. Swiftech mc462 - still at the peak

ha,

I only use Alpha heatsinks, and at the moment it's a Pal-6035 with a Thermaltake 60mm fan on it. Chills my 1ghz Athlon at 1333.

Thinking of getting the 8045 at x-mas time and gunning for 1500.
