I have an opportunity to buy a used Netscreen 100-a at a pretty good
price. Only problem is, the current owner doesn't know the password.
It's no longer under warranty, so not eligible for free reset. Does
anyone know how much NetScreen charges these days for a reset? Or if
it's possible to do myself? Thanks!

If the ScreenOS allows it (Ident-reset) then you can do it yourself using
the serial number as the logon/password but, if you have to send it to them
you will have to buy a service contract...

Can you be more specific on the procedure for that?

unset admin device-reset is the command that would need to be in place for
you to do a recovery with the serial numbers.
