In Award bios it is under Advanced- Chipset configuration
You usually get a choice of MANUAL or USER,which you set the parameters yourself. SPD which means it reads a chip on the memory and sets the speed by the manufacturers defaults.
This is how I understand it. If I'm wrong , someone please correct me.

Memory is mapped in rows and columns.
Take the setting 2/2/2/7/9
The first two is the wait time for the FIRST read.After the cpu calls for a memory read
The second two is the wiat time for a consecutive read from the next column.
The third two is the wait time for a consecutive read from the next row.
The 7 is the wait time between memory reads in cpu cycles.
The 9 is the wait time between memory writes in cpu cycles.
Todays bios adjustments are usually 3or2 for SDRAM or 2or2.5 for DDR SDRAM.
The smaller the number the faster the read or write speed.
You are not limited to 2/2/2 or 3/3/3 you can try 3/2/2 or 3/3/2 etc.....
