Why cant my pc handle SR3?

Here are my pc specs:

4GB ram
AMD Athlon II X3 450 Rana 3.2GHz Socket AM3 95W Triple-Core Desktop Processor ADX450WFGMBOX
SAPPHIRE Radeon HD 6850 1GB 256-bit GDDR5 PCI Express 2.1 x16
CORSAIR Builder Series CX430 V2 (CMPSU-430CXV2) 430W ATX12V v2.3 80 PLUS Certified Active PFC Power Supply
ASUS M4A88T-M AM3 AMD 880G HDMI Micro ATX AMD Motherboard

I have been getting pretty choppy framerate in Saints Row: The Third. Im getting an fps of about 20 just running around. Is there a reason for this or can my pc really just not handle this game?
 
theres no real reason why it cant. your psu is a little weak but should just be enough...
try a more demanding game if you get the same results its either the tri core isnt up to the job which is unlikely as tri core is pretty much the minimum requirement for even dual threaded games 1s you take the o.s over head into consideration.
your gfx takes about 130w, cpu 95w, memory 10w per stick fans 5-10 w each. motherboard 5-25w hdd 20w each dvdrom 40w
tot em all up and thats your max power draw. if your close to 350-370 then you can assume your psu is starting to strain.
