I just modified a three to four pin adapter so that the negative fan lead was on 5v, leaving the positive fan lead on 12v, giving me 7v. Now the fan still puts out plenty of air and is so quiet I can't hear it over the rest of the system.

What's the frequency, Kenneth?

I have a 60mm Delta on my GlobalWin heat sink. It's really loud, but I look at it as the sound of my afterburners.

I'm not an electrician, but how do you get 7v? If you connect a ground to the 5v wire it's no longer a ground?

Motors work by voltage difference. Normally a fan is hooked to 12v and ground. By hooking the negative wire to 5v instead of ground, the voltage differential is 7v. It works because the motor casing is not grounded (it's plastic).
