Here are my specs, I only get about 58 fps avg with minimum settings:

I thought we've been through this already? The game isn't fully optimized, at this point I don't think it will be at release.

If you put the game on max settings, what fps do you get?

HD1900 is what? a monitor?

all truth be told I think at that resolution your GPU might be doing too little work, thus not switching to 3d mode
