Binkw32.dll is normally a library for ingame movie/fmv sequences.

It doesn't support games. bink is a commerical media (video/audio) encoder and player used by many game developers. It is a bit old however, it's heyday was the win98/xp era. For example, Blizzard used bink encoding for StarCraft, Diabo and Diablo 2 cutscenes.
If you are getting a bink error while running a game, reinstall it or go to bink's site and download the latest version of the codec http://www.radgametools.com/.
