Would lowering the multiplier and increasing the FSB to accomodate the decrease in mhz increase the cpu's temp or would it remain relatively the same?

The CPUs temp should remain pretty constant, but your mobo and chipset temps would rise, not to mention any PCI and AGP cards, if their multiplyers are not set to accomodate the changes.

Only a couple of motherboards support PCI dividers. The Leadtek WinFast 7350KDA and the IWill XP333 are the only ones I know of for the Athlon (XP) platform that support this. There could be more out there however.
