Fallout new vegas no voice audio

My cousin got fallout NV for PC in the steam summer sale. When he is talking to people in Game they have no voice but when they are not talking IE walking past and say something you can hear them. He has DVI and surround sound with 5 speakers and 1 sub woofer. The audio drivers are up to date. What should we do to get voice audio back?
