How To OverClock ATI Radeon 8500 OEM

I want to overclock my ATI Radeon 8500 OEM version to the RETAIL version.
How do I do that??
Do I need a program?
Do I need to fix something on the board??

Is doesn't quite work like that. The OEM version, called LE a lot of the time, has the GPU and the memory clocked at 250MHz. There's also a lower end LELE OEM card clocked at 225MHz (I think). The retail board is clocked at 275MHz.

The easiest way that I know of (and use) is to use a program called Powerstrip to do the overclocking. It lets you set both the GPU and mem speeds. Without additional cooling on your card (adding a better heatsink fan to the chip and heatsinks to the memory), you'll be lucky to get your OEM card up to 275/275 (retail speed), but you can probably get close.

If you notice strange visual effects in games, then you know you've overclocked the card too high and should lower the settings a little.
