I'm running the Ti200 stock(at least for now),but my other stats include
Abit KR7A
AMD Athlon XP 1700+(1.47 Ghz) @ 1900+(1.6 Ghz without unlocking the CPU)
Corsair 256MB DDR 2400(146x2 FSB)
Visontek Xtasy 6564 175/400(stock speed again)
IBM 75GXP 30 GB drive
etc...
You should be getting in the 6500+ range normally. I'd recommend checking your settings in the BIOS and seeing if everything is configured for optimal performance. Something is obviously holding you back. You can see my stats and a few others i've collected from users here at

Since mine isn't tweaked and I'm not even using the latest drivers (I ran into an issue with some games using the latest drivers) and my card is just stock you should have similiar numbers to mine. The CPU speed shouldn't have a huge effect on your framerate either. Keep plugging at it, I'm sure you'll find something you missed.
