Does it matter where you are when updating your PRL?
When your phone is traveling to different timezones, it picks up the
signal for that timezone, so I was wondering if you update your PRL
when you are out of your home area, do you pick up a different
variation of the PRL for your phone?

As long as you are on a Verizon native network, you can updated your PRL
anywhere in the country. The PRL is tied to what phone you have (ERI,
non-ERI, EVDO, etc.) and what plan you have. What geographically region
you are in does not matter.

At least it used to be that it would sometimes work in VZW systems other
than your own, and sometimes not. The system you are on has to contact
your home billing system to determine what plan you are on, so you get
the right PRL. VZW used several billing systems which couldn't talk to
each other, and if that happened, you would get a default PRL (all roam
except home system). Last I heard, they have consolidated it down to two
systems, one in the East, one in the West.
