Case cooling

Im planing to build 24 systems for a cybercafe (Athlon XP), so I think I'll be needing 48 case coolers.
Im really concerned about noise. Here's my question, I know that coolers around 2000rpm have low noise, but, arent they too slow? 2000rpm...
I was was thinking about 80mm case fan, is that size ok?
What other cooler/speed would you recomend me? And a good/cheap one?
One last question, would it be too much difference if I only place 1 cooler per computer.

whats the room temperature?
what speed processors will they be?
is the area well ventelated?
prefferablly you want intake and exhaust, thats amd specs, just an exhaust fails to create airflow and really dont do much

if the room temps are 25C (77F) or less and the area is well ventelated then you could get away with any approved heatsink and an intake and exhaust fan on each case. if you must limit yourself to one fan per case then make it an intake fan and make sure the front where it is can actually get air from the outside, most cases have a spot for a fan but it never really gets much air from outside the case.

The Taisol CGK760092 is a cheap good preformance heatsink, with a good triple clip and its copper/aluminum. Only $20 with a quiet 32dB 21cfm fan.

Use Arctic Silver compound with your sinks too, cheap ass thermal pads dont work nearly as good.

I have two of these alongside the two stock Antec fans in my case. Good fans, not too loud even at their max speed. All are manually adjustable with a screw. Each fan includes the 4 mounting screws and a 3 to 4 pin pass through power adapter. Very nice fans.

Ok Im getting 2 fans, an intake and an exhaust, Im placing them on the side.
I think Im placing them very near (almost together), one on top the other. Would this be ok?
 
I wouldn't.

Place the intake at the bottom of the case (colder air), and the exhaust at the top (heat rises).

If possible the intake on the front or side, and the exhaust on the rear or top.
