Hello,

I was just wondering if I can run Guild Wars 2 on max settings (FPS60+)?

Operating System: MS Windows Vista Home Premium 32-bit SP2
CPU : AMD Athlon 64 X2 5200+ Brisbane 65nm Technology
RAM: 4.00 GB Single-Channel DDR2 @ 387MHz (6-6-6-18)
Motherboard: ASUSTeK Computer INC. M3A32-MVP DELUXE (CPU 1)
Graphics: 512MB GeForce GTS 250 (EVGA)

If not, I would love some help because I am clueless when it comes to these sorts of things.

It is a definite no for 60FPS on max settings you need a much more modern build and how good depends on what resolution you want to play at and do you want the frames to never dip below 60 or average. Roughly in terms of GPU a Radeon 6850 or better should be playable maxed but not close to 60FPS a 7850 should get around the 60FPS average no idea what the minimum for a solid 60FPS would be most likely a 7950 or 680. No idea really when it comes to CPU I suspect an i5 over 3Ghz will do the trick. This is based on a few things I read based on the beta and this.

As you can see you need alot more power to go from high to ultra

I plan on running the game on high settings, I just didn't want to overpay for overkill. Any more suggestions?

I suggest you see how your current rig can play it and go from there.
