wHY DON'T WINDOWS OPEN UP WHEN i INSERT A DISK IN, AND ASK ME WHITCH PROGRAM i WANT TO USE TO OPEN IT WITH.

Either that or your computer doesn't recognise the program it's trying to autorun.
I would be cautious about enabling autorun anyway because there is potential of viruses planting themselves onto the autorun feature and then executing itself when a disc has been inserted. This is most common with USB external hard drives.
If you go into My Computer and then navigate to your DVD/CD drive and click on that, does that open up?
