Just wanted to confirm. The equpment (such as the Spiritkin armor from
OoW) that gives +DS only works if you have a DS spell effect on you
right? (Looking to quest a Coldain ring.)

This is correct. This is to prevent DS from occuring when you don't
want it.

When you're kiting mobs away from a raid, so the raid can concentrate
on one mob, you don't want them summoning.
