Since no one has answered this and it has been sitting here for 5 days now I'll be happy to answer you question.
The Thermaltake Volcano 7plus has a maximum efficiency of about 0.32C/W. Or under load that means about 19C~20C or 66F~68F. So for a room temperature of 75F that means the CPU will be around 144F. Now thi is the maximum efficiency as delivered by the <A HREF="http://www.thermaltake.com/products/heatsink/v7plus.htm" target="_new">setup seen on their web site</A>.
You might be able to use a higher air volume (CFM) fan but that will be extremely loud. The Thermaltake fan that comes on that heatsink is already loud at maximum efficiency at 47dBA. It isn't that easy to retrofit one of these and increase efficiency. The fins are horizontal instead of pins. Pins allow airflow in all directions and this heatsink would require a funnel, which that could be dangerous to your AMD CPU die.
The Alpha on the other hand is much easier to retrofit and is attached to the motherboard via screws and not by one clip. This allows for bigger fans and with the pin setup that allows for larger fans than the 80mm that is standard for it. You can use a 92mm fan and increase the CFM and keep the dBA (Noise level) the same or less. More CFM will cool more efficiently also.
The maximum efficiency for the <A HREF="http://www.micforg.co.jp/c_pal8045e.html" target="_new">Alpha 8045E</A> (which is the 8045T = without the fan) and the <A HREF="http://www.deltaww.com/products/dcfans/pdf/AFB8080254.pdf" target="_new">Delta AFB0812SH-F00</A> is a 0.28C/W. The noise level is lower and it cools better.
You can make it quieter by putting a 92mm fan onto it. You can use any 92mm fan. (Panasonic (Panaflo), Delta, Sanyo Denki, Oriental Motors, Thermaltake, etc.) All make great fans and at differing noise levels.
