Steam Help

I have a 1TB HDD and I added a SSD but it is small so I only wanted to have a couple of my steam games that I play the most on the SSD and the rest would remain on the HDD. Would I have to download steam on the HDD and the SSD or would I be able to only have one copy of steam and just game a couple of the steam games on the SSD without the steam program?

ALL of the Steam games will have to be on ONE hard drive....your choice which...
