A number of standard update and repair procedures disabled the Fax Monitor
in the initial release of Windows XP. These problems were fixed in Service
Pack 1. Make sure you apply SP1 if you notice this problem. The following
may also apply:

What do you know about fax viruses that haven't been ‘updated’ or made aware
to virus protection software? Apparently I have caught a virus called
'blackicefax' that successfully attacked my fax program. I quarantined it in
Norton, but can't send it to them for investigation, (must be programmed that
way). This quarantine helped temporarily, but I am now having major issues.
Nothing worked on the fax program so I tried to reinstall by way of remove
component and then install component. The removal was a success….however,
now... nothing comes up, the fax folder remains 'empty' after several
attempts to re-install the MFax component.

Hi Russ, thanks for your reply. Tried everything and nothing worked, except
if I disable Norton Internet Security on startup, turn my cable modem off,
then reboot, wait for everything to load, then enable NIS and turn my cable
modem back on. It is a nuisance having to do this and I am looking for a
permanent fix.
This is all Symantec have to say "This problem may be due to a timing
conflict between Norton Internet Security and Microsoft Fax Monitor. To
prevent a timing conflict, change when Microsoft Fax Monitor loads on startup
so that it loads after Windows starts. Contact Microsoft or your computer
vendor for assistance."
This sounds like what needs to be done but how do I stop the fax monitor
loading till after windows has loaded?

As usual, Symantec drops the ball on the innumerable problems they cause.
The only thing you could do is set the Fax Service to start manually, then
do start it after Windows has finished loading.
