I have a two part question, what is the optimum temp to run a computer system.... I assume that something close to absolute zero would be best because of the reduced friction, but comming back to reality would a home pc run better (faster) if the temp was reduced from say room temp to 30 degrees and do you have to reduce the temp of the computer slowly or can it start at say 30 degrees and still work correctly?.

30ºC degrees is a very nice temp to run a CPU.
About the speed: the speed of the CPU will be the same at ANY temp. However if you reduce the temperature a lot in that case you could MANUALLY RAISE the CPU speed. I mean, the temp doesn't give you any advantage for it self.

Example:
Duron 1000 MHz at 45ºC= 1000 MHz
Duron 1000 MHz at 30ºC= 1000 MHz (however in this case you would be able to manually raise (Overclocking) the CPU speed up to, let's say, 1150 MHz and the temp would raise up to 45ºC)
