I've found that my case fans run much quieter with 6V (lantern battery) than the full 12V they're rated at.

What voltages are supplied by the PSU's plugs? I'm guessing 0V (ground), 5V, 12V, and maybe something else? Theres the standard 4 pin plugs (for hard drives, etc) and a few others that i'm not even using.

Since fans are connected to 12V and ground, is it safe to make a switch that changes the negative terminal to 5V, giving it an effective 7V across the fan? or is that bad for the PSU (don't see why it would be, but...)?

since i'm not overclocking, i figure 2 fans at 7V is better/quieter than 1 fan at 12V. too bad i can't do that with the cpu's hsf.

Yes, you can rewire the fan power for 7v using the negative at 5v (red) and the positive at 12v (yellow).
