If you use software rendering and low graphics: without AA, no(or simple) shadows, low detail water, low animation count, you'll be fine in most parts. Try to avoid crowded areas as much as possible(GE, clanwars waiting rooms)... oh yeah also low resolution helps heaps!

I don't play rs anymore but i recently did(those everyday lotto things) so my info should be somewhat relevant.
My old laptop:
-Pentium M, Dothan core, 1.86ghz (as fast as pent 4 HT 3ghz)
-Ati x300 mobile, good GPU for its time, clocks well (2/4 P/V shaders, stock 250-300mhz, max 470), only problem... it has no hyper-memory and 64MB framebuffer, meaning low resolutions.
2gb Dual channel Pc5300 memory(running at 4200, 533mhz effective).

My $450 laptop runs it on highest settings and doesn't skip a beat. Why don't you just try it out on your PC? I almost guarantee maxed out won't be a problem.

Lol, yeah. Me and my friends played like back in 2004 a lot. Recently me and a few started playing again, and its pretty interesting. Everything is WAY easier now. They have a lottery thing where you can win prizes. You get 4 chances a day. You can win like 50K pretty easily, and it makes starting the game way easier. There is a bunch of stuff to help you level faster too.

The graphics look really damn nice on highest. I really like the art style and the way the shadows look on the everything. Makes the 3D'ness of the game world really pop out

I wish I took a screenshot of one of the towns I were in that was really impressive looking

Yeah, the models and stuff aren't that great, but overall it looks pretty good.
