I borrowed my friend's GF3 and I was wondering how high I can push its gpu/ram without causing harm. It has a fan on the gpu and and heatsinks on the ram, I don't know which brand it is. My case temp is 32 and processor 52 at 100% load if that makes any difference.

it's really test and test. I've gotten my card to go at 220/500 stabaly. The best way to do it is to move the cpu or ram up 5mhz, and test it, if you have any problems, move it down 10mhz and leave it.

I've OC'ed my Asus v8200 to 241/511 and it runs stable. If I go any higher it'll do all kinds of weird stuff.

The most important point to take notice of is that EVERY CARD IS DIFFERENT
People saying "I get such and such" doesn't mean you should just turn it to that. This MAY be fine... but on the other hand it may be over the cards ability, as they are all different even ones by the same manufacturer.
