Help to identify this game

Hello,
I don't have much but all I remember is this. it's an old fighting game. can't rememer for which platform (SNES, SEGA, or PC). I remember three of the game characters. one is wears a white shirt, a tie sunglasses and grey pants (kind like secret service). his attacks are tornadoes and uses his kicks to produce them. the other two have the same fighting style but one uses red flames and the other blue flames. no it's not KOF.

I think it is japanese. I know it must be asian in origin but the txt was in english. it's not a well known game.
