Have three XP Pro computers all running the same version XP SP2 with all
current updates, but on two of them the print dialog box pops-up in the
background instead of the foreground. It has got to be a setting some where
that I'm missing. Once I task switch to the print dialog box the document
still prints fine, but it should come to the foreground.

Any help is appreciated.

Solution has been found.
Please reference: http://support.microsoft.com/?kbid=886217

You need to edit the registry setting:
HKEY_CURRENT_USER\Control Panel\Desktop\ForegroundLockTimeout and set it to
0/zero. Reboot your computer afterwards so that the setting will take effect.

The above will allow your application to bring to the foreground the windows
print dialog box.
