MS Knowledgebase cannot work for error mssg: "print spoole..

when click add a new printer:-
error mssg: "Operation could not be completed. The print spooler service is
not running".
Have try the method shown in the MS Knowedgebase bit don't work.

Please help.

Unplug the printer from the PC and reboot. The print spooler will not
work if there is no printer connected to the PC.
Instead of using the Wizard. Insert the printer software CD and install
the app first. During the installation of the software it will tell you when
to connect the printer to the PC. DO NOT plug the printer in until told to
do so. Post back on results. :~)
