GTA IV being a CPU hog it would run pretty crap even on high end systems which you would expect to run it fine.

But you really need to upgrade your GPU to at least a GT430 or a 240.

I m don't even succeed to open the game and i m keep getting error D3D Error - DirectX 9 video card required. I would like to try to play it with my requirements but i m not able to fix this error. Can you help me?

It's your videocard. Your PC is capable on running the game. I had a Core2Duo 4600 2.4ghz, 2gb ddr2 667 and a 9600GSO with Win 7 32bit. GTA 4 runs fine on low setting @ 1024 x 768 @ 30fps. You should grab atleast a GT430

If you have integrated graphics try this:

Create a Notepad file called "commandline.txt" with the following:

-availablevidmem 12.0
-percentvidmem 100
-nomemrestrict
-norestriction
-novblank
-norestriction

(there is a space before the dash (-) on each line).

Save that file in the root of your GTA IV installation (eg C:\Program Files (x86)\Rockstar Games\Grand Theft Auto IV\).

The line “ -availablevidmem 12.0” is a memory “multiplier”; meaning that I’m multiplying my minimum video memory of 64 Mb by 12 times, making it 768 Mb (1.5 times the recommended memory of 512 Mb for GTA IV). Edit that multiplier to whatever will give a number of 768 for your computer. For example, if your Intel HD Graphics chip has a minimum of 128 Mb of memory, then your “multiplier” will be 6.0. It has been found increasing video memory to more than 768 MB will actually decrease performance, as it allocates CPU memory to act as video memory, and CPU memory is much slower than dedicated video memory (VRAM).
 
cpu and video card are below requirements.

I could play the game with a amd x2 4000+ but with a fairly powerful ati 5830 video card. Cannot play at high settings. The error is acting like your video card is not dx9, which it is. If you do have an on-board video card, make sure it's disabled. Try installing directX.
