How does XP decide what printer to give to a new user.

Log on as domain admin Set machine up from RIS image. Create a new user
profile, customizxe it, and copy it to the default user profile (no printer
is set up at this point)

After the PC is at its final location, I log on as the somain admin again
and add the printers, adding the one I want to be default as the first one.

Every new user that logs on after that appears to be assigned a default
printer at random from the list of installed printers.

Why?
