Can't See user.cfg In Metro 2033 Folder?

So I bought metro 2033 a long time ago and never got around to playing it until now. The first thing that I noticed is that the mouse acceleration and deceleration are crazy. Horizontal is way to fast and vertical is way to slow. I looked online and there is a way to fix it by going to the Metro 2033 folder and altering the user.cfg file. The walk through said that I would need to enable hidden folders/files so I did that, (I enabled "Show hidden files, folders, and drives" under the 'View' section of Folder Options) but all that I can see in the Metro 2033 folder 'auto_save' and two save points, no user.cfg. I went back into the game to muck with the settings in the hopes that the file would be created by no luck. Can anyone help me out here? Why can't I see this file or is it even there?
