Fan and CPU Speed

I just wanted to verify something. Does a CPU fan have to match the CPU speed? For example, if my processor is 2.4 Ghz, do I have to get a CPU fan rated at at least 2.4 Ghz? If so, what about just below that rating, perhaps a 2.1 Ghz fan for a 2.4 Ghz CPU? I work at a major computer parts reseller, and I cannot figure out why we sell AMD Athlon XP's (OEM) up to 2.2 Ghz, but the fans we have only go up to 1.7 Ghz. The Pentiums we sell go up to 2.8 Ghz, but we only sell fans up to about 2.1 Ghz. I think management does not quite understand what's going on here.

The heatsink/fan manufacturers give a max rating for a reason.
