I can't figure this out

What does the ratio value stand for when people refer to memory clock speed ratio 4:3? I want to try to OC my system and I don't want to mess it up. I think that the 4 refers to the CPU and the 3 refers to Memory, but I still don't know what they mean.

Can someone please help me?

Yep, easy. A P4 runs at either 100MHz or 133MHz bus. Athlon XP's at 133MHz bus. PC2100 runs at 133MHz bus, PC2700 at 166MHz bus, PC3200 at 200MHz bus...
4:3 with the CPU:RAM gives you PC1600 speed with a 133MHz bus processor. 3:4 gives you PC2100 speed with a 100MHz bus processor.
