My fan on my heatsink isn't working help!

I thought my cpu was running a little hot, and i think i've found the problem the fan on my heatsink just isn't running, so i tried a spare heatsink, same result. Im positive i have the fan plugged in soundly and in the right spot. Anyone know anything about this problem? is a short, possible fix? my motherboard is a tyan board, a couple years old, it only takes up to an athlon 1gz
p.s. how hot should athlon processors generally run? t-birds & the xp line?

CPU temp depends on many factors but thinking in system temp 35ºC and normal (stock) fan I would say 44 to 49ºC
