Can you create a legendary iron dagger?

Just as the title says. I've noticed that there isn't a perk for iron daggers, and I like the daggers. Is it possible to get the iron dagger up legendary even though there ain't any perks for it? I'm just asking because I want to make the dagger more powerful for my sneaking attacks.

if there is no perk then probably not, but you make legendary steel? or other materials, why does it have to be iron? its the lowest of all the materials on the tree.

Looking here: unless you have the perk then you need a skill of 167 (max 100) to hit legendary, with perk 91. So the best you can make without perk is flawless.
