How do I get GTA: IV to run on window 7?

Hello,

I have a HP Pavilion dv6 laptop running Window 7, an AMD Quad Core processor and radeon dual graphics cards. I just bought the game 2 days ago at walmart for $19.99 and it wont let me run the game. When I try to launch the game through the Rockstar Social club it tells me, "GTA IV FATAL ERROR: WS10" and if I try to launch it through the game exe file it put on my desktop it tells me, "GTAIV.exe - System Error: The program can't start because binkw32.dll is missing from your computer. Try reinstalling the program to fix this problem." Can someone please help me solve this problem?
