Install "layers" on top of, or fresh?

Hello,
If i go the "upgrade" route will Win 8 install "on top" of win 7, or would it be a pretty much fresh install and totally replace Win 7? I have quite a few "glitches" in my os now, and would hope that an upgrade would solve my problems.
